in this horrific obama recovery. sure, if he wants to say it's a fairness thing, people don't think that's fair. they want debt entitlement -- debt and entitlement restructuring. that's what they voted for and the reason he's doing it now is because none of the democratic senators that were elected, and they did a great job, they really kicked our butts with these senators, none of them, not a one of them ran on increasing taxes on anybody in this kind of recovery. that top 2% are the job creators. they're small businesses. >> he also wants congress to give up that leverage over the debt ceiling because that is also presenting itself as another ugly battle. and you know what, paul begala, it is being said that that is one heck of a piece of boehner leverage. >> well, it is. but i think it's outrageous. i think this brinksmanship about the budget and the fiscal cliff is all just fine. i don't want to go over the cliff. i think it would be irresponsible. >> does the president want to go over? we got to listen to all th

if you get a deal on the taxes that president obama seems like he would sign, what happens to the government on the second half of the cliff, the sequester and other extenders? you were at omb. can the government deal with that? can we be okay? >> there's a lot of ifs. republicans don't want to raise taxes on the middle class. they want to pass a bill to prevent increase on rates on the middle class. that would be a good thing. if we got past january 3rd and the sequester went into effect, there are a ways to move through money in accounts where you can buy a few weeks. that's an important thing to do. now don't get me wrong. there would still be a huge impa impact. i don't know what the markets would do. wall street is in a mind if we go past january 3rd, we will fall off the cliff. and secondly, there are people who rely on unemployment benefits and who also could be thrown off those roles because those aren't extended. people would feel that immediately. only a few dollars for a few weeks, but there would be some effects. but there's a way to mitigate this for the first few weeks. >> so s

>> reporter: president obama has now personally turned down speaker boehner's opening offer to avert the fiscal cliff. he did it in a tv interview. what does president obama think of speaker boehner's proposal to avert the fiscal cliff? >> unfortunately, the speaker's proposal right now is still out of balance. he talks about $800 billion worth of revenues but says he's going to do that by lowering rates. when you look at the math, it doesn't work. >> reporter: he won't agree to eliminate a tax deduction for contributions to charity. >> every hospital and university and nonfor profit agency across the country would find themselves on the verge of collapse. so that's not a realistic option. >> reporter: but the president didn't say all this to speaker boehner. he said it in an interview on bloomberg tv. the last time the two men spoke was almost a week ago. president obama is focused on the stalemate with congress over averting the fiscal cliff, but he's just not talking to house republicans about it. at the white house, he discussed the issue with a bipartisan group of governors. >>
